"Whereas the Roads leading ... to Ambleside; and from thence by Plumbgarth Cross, to the Borough of Kirby in Kendall, in the County of Westmoreland; ... are in many Places narrow, and so ruinous, that they cannot be widened and amended by the ordinary Course of Law:" "..."
