"WHEREAS the Highway or Road leading from the City of Carlisle to the Market Town of Cockermouth in the County of Cumberland, by Way of Wigton, and a Branch of the same Highway or Road from Thursby to Red Dial, from the increased and constant intercourse and travelling thereon, is in a ruinous Condition, and cannot be effectually amended and kept in repair by the ordinary Course of Law; and it would be a great Benefit and Advantage ...
