Ships need somewhere safe to moor and unload.

Cumberland has a sea coast; to the Irish Sea. Shipping along the coast, to the Isle of Man, Scotland and Ireland, and to anywhere in the world might have begun in Cumberland. There are a number of harbours on the coast of Cumbria; less busy than they once were. Whitehaven was once one of the busiest harbours in the British Isles.

Note: the west coast pilot was first published 1870, 2nd edn 1876, 3rd edn 1884, 4th edn 1891, 5th edn 1902, 6th edn 1910, 7th edn 1922, 8th edn 1933, 9th edn 1948, 10th edn 1960, 10th edn 1974, etc. There are regular Supplements with corrections to the pilot. The two editions cited are the ones that happen to be on my shelves.
The Hydrographic Office also publishes reliable charts to the Irish Sea etc.
