"C19. In prominent position, axial on King Street, which is the main shopping street. Stuccoed brick, with 2 storeys, and heavy cornice over ground floor. Clock tower over the centre has a domed roof, and large round-headed window on upper floor. The front is bayed out with a tower. The left hand side is buttressed, with 2 storeys of windows, and a cornice over the upper ones."
